The Circuit of Wales is a £400m development vision of the Heads of the Valleys Development Company. The development is predicted to create 3,000 construction jobs and, when completed, 6,000 operational jobs. It is expected to attract 750,000 visitors and contribute £50 million per annum to the economy.
The overall project includes the motor-racing circuit, pits and paddocks, hotels, industrial / office / business employment (100,000 sq m), indoor arena, camping, car parking, driver training area, outdoor events space, showrooms, spectator facilities, and ecological mitigation areas.
The Urbanists managed the complete planning process from early concept design, through pre-application public and stakeholder consultation, to collation, preparation and submission of the comprehensive outline planning application for the 350ha project.
The Urbanists managed and directed the Environmental Impact Assessment process and co-ordinated the multidisciplinary consultant team in the preparation of the extensive Environmental Statement, including the final scripting.
The Urbanists secured the outline planning permission for the comprehensive 350ha project in November 2013.
The implementation of the scheme required the de-registration of approximately 260ha of common land. The Urbanists had significant involvement in this procedure, including providing the planning expert witness for the Inquiry. The application was approved by the Deputy Minister in late 2015.
Phase 1 of the project is now been progressed to detailed design stage by the project architects, Populous, for the reserved matters applications. The Urbanists are retained as Planning Consultants for the detailed planning stage and are also leading the discharge of planning conditions.
