Circuit of Wales
Client: Heads of the Valleys Development Co.
Location: Ebbw Vale, South Wales
The Circuit of Wales is a £350 million motorsport development that is predicted to create 3,000 construction jobs, 6,000 operational jobs, attract 750,000 visitors and, contribute £50 million pa. to the economy. The project includes a 5km racing circuit and 100,000 sq.m of commercial space. The Urbanists managed the planning process from early concept design through to detailed planning. Key milestones include securing outline planning permission in autumn 2013 and approval at public inquiry for the de-registeration and replacement of 260ha of Common Land in autumn 2015.
The site is greenfield and located adjacent to the Brecon Beacons National Park. The sheer scale of the project, the nature of the development, and its location created a highly complicated inter-relationship of environmental impact, mitigation, and planning issues. We articulated these with clarity through the EIA and planning processes which, assisted by our meaningful engagement of consultees and officers throughout this time and our close working-relationship with the consultant team and the client, enabled the LPA to make a fully informed and robust decision on the outline application within five months of submission. The Urbanists also had significant involvement in the de-registeration of the site from the common land register, including providing the planning expert witness for the Public Inquiry.
