Velindre Cancer Centre

The Urbanists are acting as planning consultants for the proposed new Velindre Cancer Centre on land in Whitchurch, north Cardiff. The new complex is at the heart of the NHS Trust’s Transforming Cancer Services in South East Wales, to ensure that patients benefit from the highest level of care.
The proposed development consists of the new Velindre Cancer Centre, and education institute, associated infrastructure including access from the Coryton Interchange, a new pedestrian access that connects to Coryton Railway Station, vehicle parking, public realm and landscape works. A new Maggie’s Centre is also proposed.
The Urbanists co-ordinated a consultant development team to prepare a comprehensive planning application, which included undertaking an Environmental Impact Assessment and preparing an Environmental Statement. We also managed the pre-submission statutory consultation that is required by the Planning (Wales) Act 2015, plus wider stakeholder engagement. A key planning challenge to date was undertaking the Environmental Impact Assessment within the relatively short timescales that are required to secure the necessary project funding, whilst project design has been evolving, and also ensuring a fully robust planning submission which demonstrates appropriate regard to the issues being identified. We were able to overcome this through working ‘side by side’ with the consultant team to ensure that all consultants had the correct scheme information required to complete robust assessments and were coordinating with each other when required.
We are currently working with Cardiff City Council to agree a positive planning decision, which is expected by December 2017.
